摘　　要：气候变化是全球文化遗产面临的挑战,气候变化与文化遗产保护的关系越来越受到关注。在气候变化的背景下,西安历史文化名城面临气温变化、地下水位变化以及极端天气的风险,针对气候变化立法必须给予回应。首先将可持续发展纳入名城保护理念,是应对气候变化的应有之义;其次明确气候部门作为名城保护多元主体;再者重视气候因素在规划中的地位,将气候因素纳入名城规划的内容;最后加强名城保护的国际合作,分享应对气候风险经验,为建立气候适应性历史文化名城提供法治保障。Climate change is a challenge to the global cultural heritage,and the relationship between climate change and cultural heritage has attracted more and more attention.Under the background of climate change,Xi'an historical and cultural city faces the climate risks of temperature change,groundwater change and extreme weather.Legislation under climate change must respond.First of all,it is necessary to integrate sustainable development into the protection concept of famous cities to cope with climate change;Secondly,the climate department should be the main body of the famous city protection;We should also pay attention to the position of climate factors in the planning,and take climate factors as the content of the planning of famous cities;Finally,it is necessary to strengthen international cooperation in the protection of famous cities,share experiences in coping with climate risks,and provide legal guarantee for the establishment of climate adaptive historical and cultural cities.
