摘　　要：诚实信用原则是政府采购的基本原则之一。随着我国社会信用体系建设的不断发展,征信数据已被广泛应用于各项政府采购活动中。在理论研究方面,以“信用+政府采购”为主题的研究文献逐年增加,近20年间增长了10多倍,且以管理类和政策类的研究为主。在政府采购活动中,征信数据的应用已深入信用主体标识码登记、供应商资格审核、评审专家管理、第三方采购代理机构监督等多个政府采购环节。随着《政府采购法(修订草案征求意见稿)》的发布,与信用有关的政府采购法律法规体系日臻完善,征信数据在政府采购活动中的应用范围进一步拓展并实现智能化,降低了市场主体的交易成本。The principle of credit can be known as one of the commonsense tenet on governmental procurement affairs.With the development of the establishment of social credit system in China,credit data has been widely applied on current governmental procurement affairs.In the field of academic studies,the literature with the theme of "credit + governmental procurement" has increased 10 times in past 20 years,mainly focused on management and policy research.In governmental procurement affairs,the application of credit data has entered into many governmental procurement processes,such as the registration of uniform social credit code,the qualification review of providers,the management of evaluation expert and the supervision of the 3rd part procurement agency.As the implementation of new Governmental Procurement Law and related policies,the system of laws and regulations will be greatly improving in further years,the application range of credit data will be further expanded and intelligent,lower the exchange costs for governmental procurement participants.
