近海渔业转型升级的困境与策略:基于海南省澄迈镇东水港村的田野调查研究

摘　　要：为探讨近海渔业升级转型,以海南省澄迈东水港村为研究区域,采取问卷调查法、深度访谈法等,解构约束渔民和村干部盘活近海渔业资源,积极推进传统渔业转型升级的因素,包括带动渔民公司合作、党建引领村干部、强化渔民转型能力、激励推动基层干部,并提炼系统梳理和总结促进传统渔业转型升级的策略,提出确定核心发展路径,形成产业经营体系、融合企业-高校-科研组织发展,快速构建乡村共享体系、经济-生态同步推进,形成环境友好发展模式三个策略。To discuss the upgrading and transformation of offshore fisheries,taking Dongshuigang Village in Chengmai,Hainan Province as the research area,the factors were deconstructed that constrain fishermen and village cadres to revitalize offshore fishery resources and actively promote the transformation and upgrading of traditional fisheries,including promoting the cooperation of fishermen's companies,leading village cadres by party building,strengthening fishermen's transformation ability,encouraging and promoting grassroots cadres,refining the system to sort out and summarize the strategies to promote the transformation and upgrading of traditional fisheries,and proposing to determine the core development path.Three strategies are formed:forming an industrial management system,integrating the development of enterprises,universities and scientific research organizations,rapidly building a rural sharing system,and simultaneously promoting economy and ecology to form an environment-friendly development model.
