新时期重庆老旧小区更新的演进特征——以渝中区红球坝片区老旧小区更新为例

摘　　要：老旧小区更新是城市化进程中所面临的必然议题,也是当前党中央、国务院高度重视的重大民生工程。随着经济、社会的不断发展,老旧小区更新的政策、技术工具呈现不同的阶段性特征。该文基于重庆渝中区红球坝片区最新一轮更新案例的实证研究,分析典型片区更新的刚性需求、更新的优势与瓶颈,基于片区用户刻画与需求分析,针对小区公共空间提出安全、功能、环境、文化、运营五大更新实施策略及其路径与内容响应。通过纵向比较研究,归纳分析新时代重庆老旧小区的更新政策与技术工具,结论发现重庆本轮老旧小区更新工具呈现更新政策目标与实施策略趋向社区公共空间全面重塑,更新机制趋向驱动力的多元与积极互动,更新内容与程序趋向标准化与规范化,更新治理趋向智慧化的四个演进特征。The renewal of old apartment communities is an inevitable issue in the process of urbanization,and it is also a major livelihood project that the Party Central Committee and the State Council attach great importance to.As the economy and society are developing ceaselessly,the policies and technical tools for updating old apartment communities exhibit different phased characteristics.Based on an empirical study of the latest round of update cases in the Hongqiuba area of Yuzhong District,Chongqing,the rigid requirements,advantages and bottlenecks of the updates in typical areas are analyzed,and according to user characterization and demand analysis in such area,five major update implementation strategies,paths and content responses are proposed for the public space in the community from five aspects:safety,function,environment,culture,and operation.Through longitudinally comparative research,the renewal policies and technical tools of old apartment communities in Chongqing in the new era are analytically summarized.The conclusion is that the current round of update of old apartment communities in Chongqing presents four evolutionary characteristics:update policy objectives and implementation strategies towards a comprehensive reshaping of community public spaces,the update mechanism tends towards diverse driving forces and positive interaction,update content and procedures towards standardization and normalization,and update governance towards intelligence.
