建立健全耕地生态管护制度的若干思考

摘　　要：耕地生态管护是维护耕地生态系统整体稳定、促进耕地可持续利用、实现耕地粮食生产能力的重要保障。文章阐述了耕地生态管护的内涵和发展阶段,总结了耕地生态管护的主要探索与实践,针对当前耕地生态管护存在的缺乏调查评价支撑、生态保护与耕地保护存在矛盾、生态型土地整治制度缺失、与国土空间用途管制不协调、土地使用者管护动力不足等主要问题,提出了建立健全耕地生态管护制度的相关政策建议:①完善耕地生态调查评价制度;②加强对耕地保护与生态保护的空间引导;③构建生态型土地整治政策机制和技术体系;④健全适应生态管护需求的耕地用途管制制度;⑤进一步畅通耕地生态产品价值实现渠道。Arable land ecological conservation is an essential guarantee for maintaining the overall stability of arable land ecosystems,promoting the sustainable use of arable land,and realizing the food production capacity of arable land.The article describes the connotation and development stages of arable land ecological conservation and summarizes the main exploration and practice of arable land ecological conservation.In response to the lack of survey and evaluation support,the conflict between ecological protection and arable land conservation,the lack of an ecological land consolidation and rehabilitation system,the lack of coordination with the spatial land utilization regulation,and the lack of motivation of land users to take care of arable land,the article puts forward the following policy recommendations for the establishment and improvement of arable land ecological management system:①Improve the system of arable land ecological survey and evaluation;②Strengthen the spatial guidance for arable land conservation and ecological protection;③Build a policy mechanism and technical system for ecologically-oriented land consolidation and rehabilitation;④Improve the system for controlling the use of arable land to meet the needs of ecological management and conservation;⑤Further facilitate the channels for realizing the value of ecological products of arable land.
