整体性治理视角下女童人身权益维护工作模式研究——以C市D区妇联为例  

On the Working Model of Defending the Personal Rights and Interests of Girls from the Perspective of Holistic Governance--A case study of Women’s Federation of D District in C City

摘　　要：推动妇女儿童工作高质量发展,强调妇女儿童工作不能仅仅停留在简单的满足需求、解决问题上,更应重视权益维护。从整体性治理视角出发,以广东省C市D区“关爱女童护苗成长”保护女童人身权益三年行动实践为分析蓝本,回顾D区妇联在女童人身权益维护工作中面临的传统治理困境,分析当前“妇联主导、多主体协同,全环节覆盖”工作模式的实际运作情况。研究发现:依据整体性治理理念,该工作模式实现了女童权益侵害案件“从应对走向预防”“从条块分割治理走向多主体协同运作”“从个人检举为主走向重视社会识别”的机制优化与行动转向。To promote the high-quality development of work on women and children,it is highlighted that work should not be limited to just providing needs and solving problems,but should also focus on the protection of rights and interests.Starting from the perspective of holistic governance,this article uses the three-year action of“Caring for Girls and Protecting Their Growth”to protect the personal rights and interests of girls in D District of C City,Guangdong Province,as the chief source for analyzing and reviewing the traditional governance dilemmas faced by the Women’s Federation of D District in the protection of girls’rights and interests,as well as analyzing the actual operation of the current working model of“Women’s Federation-led,multi-subject coordination and full-spectrum coverage”.According to the study,based on the concept of holistic governance,this working model has realized the mechanism optimization and action shift in girls’sexual assault cases from“response to prevention”,“from segmented governance to coordinated operation of multiple subjects”,and“from individual whistleblowing to emphasis on social identification”.
