摘 要:中国核证自愿减排(China Certified Emission Reduction,CCER)项目是中国碳市场下的抵消机制,是碳市场的重要组成部分。探究LNG(Liquefied Natural Gas,液化天然气)接收站可开发的核证自愿减排项目,在经济性和社会效益方面均具有积极的影响。通过研究认为,LNG接收站可开发的核证自愿减排项目较多,且属于CCER开发的优质项目,主要包括冷能回收利用和甲烷回收利用两大类。运用国家发改委备案的温室气体自愿减排方法学,通过基准线情景识别、额外性论证、减排量计算、监测方案等研究内容,评估了开发LNG接收站甲烷回收利用项目CCER开发的可行性,为开展CCER项目的开发提供参考。China certified emission reduction(CCER)project is an offsetting mechanism under China's carbon market and an important part of the carbon market.Exploring certified voluntary emission reduction project of LNG terminals would have a positive impact in terms of economic and social benefits.According to the research,there are more certified voluntary emission reduction projects that can be developed in LNG terminals,which belong to the high-quality projects,including cold energy recycling and methane recycling.Based on the methodology of voluntary greenhouse gas emission reduction recorded by the National Development and Reform Commission,the feasibility of developing CCER for methane recovery and utilization project of LNG terminals was evaluated through the research content of baseline scenario identification,additionality demonstration,emission reduction calculation,monitoring scheme,etc.,so as to provide reference for the development of CCER project.
