摘　　要：随着国家不断加大对医学科研项目的支持力度,公立医院需要建立合理高效的科研项目管理体系,以保障科研工作持续健康发展。然而,目前国内医学科研集中的医院科研管理体系中,基于内部控制视角下的全生命周期管理体系总体相对滞后。作者通过问卷调查、实证分析等方式,归纳总结医院科研项目的申报、立项、执行、结题、成果转化等环节存在的不同程度的内部控制问题,并针对上述问题提出基于内控控制视角的全生命周期管理方案。As the national government continues to increase its support for medical research projects,it becomes crucial for public hospitals to establish a rational and efficient research project management system to ensure the sustainable and healthy development of research work.However,the whole life-cycle management system from the internal control perspective relatively lags behind in the research management system of domestic hospitals focused on research.Through questionnaire surveys and empirical analyses,we in this study identifies and summarizes the different degrees of internal control problems in the stages of project declaration,initiation,execution,completion,and research outcome transformation.Furthermore,we proposes a whole life cycle management scheme from the internal control perspective to address the above problems.
