摘　　要：城乡社区治理是基层治理的基石,城乡社区的协商治理是在城乡社区治理中嵌入协商治理的理念与方法,体现了基层治理模式与治理机制的创新。但在城乡社区协商治理中仍存在议题政治化、方式行政化、群众参与度低,协商结果难落地等问题。本文以温州X小区的旧改协商为例,引入了社区行动工作坊这种新的协商方法,详细阐述了社区行动工作坊的含义、适用范围、实施前提和组织程序等,为城乡社区协商治理提供新的范式。Since the urban and rural community governance lays the cornerstone for grassroots governance,the consultation and governance of urban and rural communities embeds the concept and methods of consultation and governance in urban and rural community management,reflecting the innovations of grassroots management models and mechanisms.However,there are still issues in the consultation and governance of urban and rural communities,such as politicization of issues,administrative methods,low level of public participation,and difficulty in implementing consultation results.This article takes the renovation consultation of X community in Wenzhou as an example,introduces a new consultation method called community action workshop,and elaborates in detail on the meaning,scope of application,implementation prerequisites,and organizational procedures of community action workshop,providing a new paradigm for urban and rural community consultation and governance.
