摘　　要：研究分析了新中国成立以来各阶段煤炭供给与煤矿安全生产的关系,并对应分析了不同阶段煤矿安全生产形势的变化。认为,煤矿安全生产与煤炭供给侧变化密切相关,煤炭产量快速增长有可能导致煤矿事故高发,目前的产能释放应引起高度警觉,煤矿采掘严重失调导致的矿区服务年限缩短问题,会增加煤矿安全生产形势下滑的风险,还有一部分安全生产状况较差小煤矿,在产能集中释放中必须加强安全生产监管。为此,提出应适度扩大煤炭进口、推动智能化改造和优化煤矿生产结构等对策建议,以加大安全优质产能的供给,降低煤矿安全生产事故的发生几率。This paper analyzed the relationship between coal supply and coal mine safety production in various stages since the founding of the People's Republic of China,and correspondingly analyzed the changes in coal mine safety production situation in different stages.It is believed that the safety production of coal mines is closely related to coal supply,and the rapid growth of coal production may lead to a high incidence of accidents in coal mines,and the current release of coal production capacity should be highly vigilant;the shortening of the service life of mining areas caused by severe imbalance in coal mining will increase the risk of a decline in coal mine safety production situation;there are also some small coal mines with poor safety production conditions,and it is necessary to strengthen the safety production supervision in the concentrated release of production capacity.Therefore,it is proposed to moderately expand coal imports,promote intelligent transformation,and optimize the production structure of coal mines,so as to increase the supply of safe and high-quality production capacity and reduce the probability of coal mine safety production accidents.
