摘  要:目前,中国仍以煤炭作为主要能源,推动煤炭行业低碳发展是实现双碳目标的必要环节。以全国19个省份2004—2019年间煤炭开采与洗选业的各项数据为样本,采用全域非径向Malmquist二氧化碳减排效率指数(GNMCPI)来衡量各省煤炭行业的动态全要素二氧化碳减排效率。研究结果表明,2004—2019年煤炭行业碳减排效率一直处于较低水平,动态全要素二氧化碳减排效率指数大致呈现先下降后上升的趋势,其中,2004—2015年间多数年份呈现下降趋势,主要原因是煤炭低碳生产技术效率持续走低;2016—2019年间呈快速上升态势,主导因素是科技进步的快速提升。建议政府对煤炭行业低碳高质量生产给予足够重视,通过政策约束和鼓励低碳生产科技进步等方式,提高各个省份煤炭行业碳减排效率,降低煤炭生产过程中的碳排放,助力中国顺利实现“双碳”目标。Coal remains the primary energy source in China,and promoting the low-carbon development of the coal industry is a necessary step towards achieving the dual carbon goals.Using data from the coal mining and washing industry in 19 provinces across China from 2004 to 2019 as samples,the study employs the non-radial global Malmquist carbon dioxide emission performance index(GNMCPI)to measure the dynamic total factor carbon dioxide emission reduction efficiency of coal industry in each province.The empirical results show that the carbon emission efficiency of the coal industry remained at a relatively low level from 2004 to 2019,and the dynamic total factor carbon dioxide emission reduction efficiency index generally showed a downward trend followed by an upward trend.In most years from 2004 to 2015,it showed a downward trend,mainly due to the continuous decline in the efficiency of low-carbon production in the coal industry.From 2016 to 2019,there was a rapid upward trend,driven by the rapid advancement of technology.It is recommended that the government should pay sufficient attention to low-carbon and high-quality production of the coal industry,improve the carbon emission efficiency of the coal industry in each province,reduce carbon emissions during the coal production process through policy constraints and incentives for low-carbon production technologies,and assist China in smoothly achieving the"dual carbon"goals.
