摘　　要：建设中国特色新型高校智库是推进大学治理体系和治理能力现代化,推进国家治理体系和治理能力现代化的必然要求。当前,我国高校智库的建设亟需从前治理时代迈向多元治理时代。为提升治理效能,我国高校智库多元治理主体应围绕“适应与超越”的治理目标,构建以学科为耦合介质的多元一体的治理模型,并在外部关系上聚焦学术性与社会性的平衡、在内部关系上聚焦学科性与跨学科性平衡、在评价体系上聚焦社会评价与同行评价的平衡。在行动策略上,逐步构建和完善政府负责、市场调节、社会协同、高校协调以及智库觉醒的行动体系,切实加强多元主体协同互动的默契和规范。Building a new type of university think tank with Chinese characteristics is an inevitable requirement for promoting the modernization of university governance system and governance capacity,as well as the modernization of national governance system and governance capacity.At present,the construction of think tanks in Chinese universities urgently needs to move from the previous era of governance to the era of diversified governance.In order to improve governance efficiency,the diverse governance entities of think tanks in Chinese universities should focus on the governance goal of"adaptation and transcendence",construct a diversified and integrated governance model with disciplines as the coupling medium,and focus on the balance between academic and social aspects in external relationships,the balance between disciplinary and interdisciplinary aspects in internal relationships,as well as the balance between social evaluation and peer evaluation in the evaluation system.In terms of action strategies,it is necessary to gradually build and improve an action system of government responsibility,market regulation,social coordination,university coordination,and think tank awakening,and effectively strengthen the tacit understanding and standardization of collaborative interaction among multiple subjects.
