边疆治理现代化进程中的统一战线工作研究

摘　　要：统一战线是边疆治理的重要法宝,也是边疆治理现代化的推进路径。边疆治理中的统一战线坚持中国共产党的领导,坚持大统战格局,遵循大团结大联合的要求和主题,以争取人心、团结凝聚力量为根本任务,采取广泛多层制度化的民主协商和多元共治方式,治理边疆、稳定边疆、发展边疆。在边疆治理现代化进程中加强统一战线工作,有利于提升边疆治理的协同化、科学化、民主化、法治化和高效化水平。要发挥统一战线对边疆治理现代化的推动作用,一要培育核心价值观,为边疆各种力量之间的团结合作奠定共同的价值基础;二要完善治边统战制度体系,为边疆各种力量参政议政、政治协商、民主监督提供更多的制度机会;三要构建治边统战文化体系,为边疆统一战线工作的开展营造良好的文化氛围。The United Front as a strategy for border governance is an inevitable product of the history,theory and practice of CPC’s border governance.In the modernization process of border governance,the United Front strategy is a general term for the polices and strategies to govern,stabilize and develop the borderlands through a broad,multi-layered and institutionalized democratic consultative system of common governance,thus adhering to the leadership of the CPC in border governance,maintaining the general United Front,satisfying the requirements of great unity and cooperation among peoples,and carrying out the fundamental task of winning borderland people’s support.Its implementation requires,firstly,cultivating core values to lay down the premise of common goals and values for the unity and cooperation among various forces on the borderland.Secondly,improving the system of United Front and border governance to provide more institutional options for various forces on the borderland to participate in and discuss politics,political consultation and democratic supervision.Thirdly,building a cultural system of United Front to create a sound climate in which the United Front work can prosper on the borderlands.
