摘　　要：合同节水管理是一种节水工作的机制创新,而广东省合同节水管理工作处于起步阶段。通过分析广东省合同节水管理工作的开展现状,进一步剖析了广东省在公共机构、工业企业、农业领域推行合同节水管理存在的问题及其原因。基于存在问题进行分析,并借鉴各省推行合同节水管理的相关经验,拟定广东省推行合同节水管理的驱动路径:“顶层设计+创新驱动+试点先行+部门联动+配套保障”,可为广东省推行合同节水管理工作提供思路。Water Saving Management Contract(WSMC)is a mechanism innovation of water-saving,while WSMC in Guangdong Province is in its infancy.Based on the analysis of the current situation of implementing WSMC in Guangdong Province,and further analyzes the problems and reasons of implementing WSMC in public institutions,industrial enterprises and agriculture in Guangdong Province.Based on the analysis results,and drawing on the relevant experience of implementing WSMC in other provinces,this paper further proposes that the driving path for Guangdong Province to implement WSMC is“Top-level design+Innovation-driven+pilot first+Department linkage+Supporting measures”,which provides ideas for Guangdong Province to promote WSMC.
