数字政府与数字经济典型相关分析——基于中国各省级区域面板数据

摘　　要：发展数字经济是现阶段中国的国家战略,数字政府的建设亦是政府治理体系中至关重要的部分。通过中国31个省级行政区数字经济发展指数与网上政府服务能力指数,分析了全国及以北京为代表的数字经济与数字政府地方实践情况,进而通过典型相关分析,研究数字政府与数字经济在各子指标之间的相关性。研究发现,中国的数字经济发展与数字政府建设呈现出一定的关联关系,二者体现出相互促进与共同发展的特征:数字政府建设为数字经济发展提供了新动力,数字经济发展为数字政府建设提供了新需求。在新发展格局中,建议从顶层设计、转变理念、抓牢契机、深化研究、创新驱动、盘活资源六大方面入手,加强数字政府与数字经济统筹规划,推动二者融合发展,提升二者协同水平。The development of the digital economy is one of the national strategies of China at this stage.Meanwhile,digital government construction is also vital for the government governance system.This paper analyzes the local practice of digital economy and digital government with both nationwide and provincial eyes(Beijing as an example)and then studies the canonical correlation between the construction of digital government and the development of digital economy in each sub-index using the digital economy development index of 31 provincial administrative regions and the online government service capacity.We found that there is a certain correlation between the development of China's digital economy and the construction of digital government,and the two reflect the characteristics of mutual promotion and common development.The construction of Digital Government has provided new impetus for the development of the digital economy,and the development of the digital economy has provided new demand for the construction of digital government.In the“dual circulation”development pattern,we suggest that China should strengthen the overall planning of digital government and digital economy,promote their integrated development and improve their synergy from six aspects including top-level designing,changing ideas,seizing opportunities,deepening research,innovation-driving and revitalizing resources.
