摘　　要：评估指标体系研究对推动部委级政府门户网站政务公开工作发挥着积极作用。本文结合国内外政府网站政务公开相关研究成果和评估实践经验,运用层次分析法构建了部委级政府门户网站政务公开评估指标体系,指标体系包括5个一级指标和26个二级指标,涵盖了政务公开评估的主要范围和内容,本文通过对各指标进行权重赋值,实证评估了相关部门门户网站政务公开工作。评估结果显示,相关部门门户网站在主动公开、依申请公开和平台建设方面表现较好,在公众参与和监督保障方面存在明显短板,需要从系统的角度整体推进政务公开工作。本文提出了提升政务公开意识、强化制度建设与落实、提高主动公开信息的深度和广度、加强互动交流和移动端建设等建议。The research on the evaluation index system plays a positive role in promoting government affairs openness on ministerial government portals.Based on the relevant research results and evaluation practice experience of government websites at home and abroad,this paper uses the Analytic Hierarchy Process(AHP)to construct an evaluation index system of government affairs openness on ministerial government portals which includes 5 primary indicators and 26 secondary indicators and convers the main scope and content of government affairs openness evaluation.It uses empirical research to evaluate the work of government affairs openness on various ministerial government portals by assigning weights to indicators.The evaluation results show that relevant department portals are of good performance in proactively openness,openness on request and platform construction,while there are obvious shortcomings in public participation and supervision and safeguard.Government affairs openness work needs to be promoted from an overall perspective.This paper puts forward suggestions for improving the level of government affairs openness on ministerial government portals from the perspective of improving awareness of government affairs,strengthening the construction and implementation of regulation,enhancing the depth and breadth of government affairs openness proactivity,increasing the exchange and interaction and mobile terminal construction.
