粤港澳三地在珠江口万山群岛合作建设超大型国际深水港区的建议

摘　　要：针对目前粤港澳大湾区缺乏超大型深水港、港口低水平重复建设现象突出、中国香港国际航运中心地位下降,以及大湾区内航运业整体国际竞争力不强的现状,从增强大湾区港口群的国际竞争力、丰富和发展“一国两制”方针的理论和实践、构建新时代大湾区全面对外开放新格局等方面,提出以“大手笔、大开放、大整合、大转型、大产业、大协作”为思路,由粤港澳三地在珠江口万山群岛合作建设超大型国际深水港区的设想,以充分发挥三地特有优势,用好“两制”之利,搭建粤港澳合作新平台,巩固中国香港国际航运中心地位,促进澳门地区产业多元发展,全面提升粤港澳大湾区国际竞争力。In view of the current lack of super-large deep-water ports in the Guangdong-Hong Kong-Macao China Greater Bay Area,the prominent phenomenon of duplicate construction of low-level ports,the decline of Hong Kong's status as an international shipping center,and the weak international competitiveness of the shipping industry within the Greater Bay Area,this paper puts forward the idea of"huge project,great opening-up,great integration,great transformation,big industry,and great cooperation"from the perspectives of enhancing the international competitiveness of the port groups in the Greater Bay Area,enriching and developing the theory and practice of the"one country,two systems"principle,and building a new pattern of comprehensive opening-up of the Greater Bay Area in the new era.It also proposes cooperation between Guangdong,Hong Kong and Macao China in constructing a super-large international deep-water port area in the Wanshan Islands at the mouth of the Pearl River,aiming to give full play to the unique advantages of the three districts and make good use of the advantages of the"two systems".Furthermore,it suggests building a new platform for Guangdong-Hong Kong-Macao cooperation,in order to consolidate Hong Kong's status as an international shipping centre,promote the diversified development of Macao's industries,and comprehensively enhance the international competitiveness of the Guangdong-Hong Kong-Macao region Greater Bay Area.
