摘 要:通过识别船舶氮氧化物(NOx)排放监管难点,介绍欧洲在2017—2021年开展的首次在航船舶NOx排放嗅探遥测行动积累的技术经验(船舶NOx排放嗅探遥测与排放因子计算过程)、发现的排放规律(船舶NOx排放与Tier等级、负荷因子、发动机大小之间的关系)和超标船舶识别方法,提出了将监管对象限定于TierⅢ等级船舶、简化嗅探遥测过程以及在海南周边水域和长江江苏段开展监管试点等三项建议,支撑建立我国船舶大气污染物排放控制区的船舶NOx排放高效、精准海事监管模式。This paper identifies the difficulties in ship nitrogen oxide(NOx)emission supervision and introduces the first remote measurement of NOx emissions from ships en route conducted by Europe,taking advantage of the sniffing method during 2017-2021.The findings include the technical experience(remote sniffing measurement and emission factor calculation of NOx from ships),the rules of NOx emission(the relations between the NOx emission and tier level,load factor,and engine capacity)and method for the identification of non-compliant ships.In order to establish an efficient and precise inspection mode for ship NOx emissions in ship emission control areas of China,the paper puts forward three proposals,including inspection on TierⅢships only,simplification of the remote sniffing measurement process,and pilot studies in waters around Hainan Island and Jiangsu section of the Yangtze River.
