产业链“链长制”推动地方贸易高质量发展了吗

摘　　要：随着全球经贸环境日趋复杂,以增强产品国际竞争力为重要内涵的贸易高质量发展被提升至空前高度。在这一背景下,我国部分省份为了谋求地方产业升级和完善,探索性地实施产业链“链长制”。对此,基于各省份2017—2021年间月度层面的海关微观贸易数据,本文运用双重差分法实证考察了产业链“链长制”对地方出口产品质量的影响效应。结论表明,产业链“链长制”的实施显著带动了地区出口产品质量的上升,平行趋势检验、安慰剂检验、Goodman-Bacon分解以及其他稳健性估计均证实了该促进效应的存在。异质性分析表明,这一促进效应在东部地区最为明显,且在不同类型产品间具有广泛性。机制检验表明,带动产业集聚,优化营商环境,促进区域创新,落实配套政策是产业链“链长制”发挥积极作用的重要途径。上述研究结论为我国下一阶段全面、深入实施产业链“链长制”,推进产业链价值链高质量发展提供了经验证据。In the face of the increasingly complex global economic and trade environment,the pursuit of high-quality trade development,with a focus on enhancing the international competitiveness of products,has reached unprecedented levels.In recent years,some provinces have taken the initiative to implement the"chain chief system"as a means to upgrade and improve local industries.This paper employs the difference-in-differences method and monthly customs micro trade data from 2017 to 2021 for each province,aiming to empirically examine the impact of the"chain chief system"on the quality of export products.Our findings reveal that the"chain chief system"has significantly promoted the quality of export products,and we confirm the existence of this promotion effect through robustness tests such as the parallel trend test,placebo test,Goodman-Bacon decomposition,and others.Furthermore,heterogeneity analysis demonstrates that the promotion effect is most pronounced in eastern regions and has a broad application across different types of products.Mechanism tests indicate that driving industrial agglomeration,optimizing the business environment,promoting regional innovation,and implementing supportive policies are the four critical pathways through which the"chain chief system'plays a positive role.These research conclusions provide empirical evidence for China to comprehensively and deeply promote the"chain chief system"in the industrial chain in the next stage,and to enhance the high-quality development of the industrial chain and global value chain.
