摘　　要：公立医院的高质量发展对建设优质高效的医疗服务体系,推进“健康中国”建设具有重要意义。在深化医药卫生体制改革的关键时期,优化完善医保支付方式,将对公立医院的运行管理模式产生重大影响,成为推动公立医院高质量发展的重要方式之一。本文以医保支付方式的演进为研究视角,在界定公立医院高质量发展的内涵与特征的基础上,研究发现医保支付方式改革从以下方面助力公立医院高质量发展:从规模扩张向提质增效的转变、从粗放管理向精细管理的转变以及从注重物质要素转向注重人才技术要素的转变。基于此,要完善公立医院运营管理制度、完善公立医院成本管理机制、改革公立医院绩效管理模式,从而推进公立医院高质量发展。The high-quality development of public hospitals is of great significance to building a high-quality and efficient medical service system and promoting the construction of"Healthy China".In the critical period of deepening the reform of the medical and health system,the optimization and improvement of medical insurance payment methods will have a major impact on the operation and management models of public hospitals,and become one of the important ways to promote the high-quality development of public hospitals.This article takes the evolution of medical insurance payment methods as the research perspective,and on the basis of defining the connotation and characteristics of the high-quality development of public hospitals,the reform of medical insurance payment methods will help the high-quality development of public hospitals from the following aspects:Medical insurance payment reform and the transformation of public hospitals from scale expansion to quality and efficiency improvement,medical insurance payment reform and the transformation of public hospitals from extensive management to fine management.Based on this,it is necessary to improve the operation and management system of public hospitals,improve the cost management mechanism of public hospitals,and reform the performance management model of public hospitals,so as to promote the high-quality development of public hospitals.
