冰雪运动与区域旅游融合发展的条件、测度及路径--以东北地区为例

摘　　要：冰雪运动与区域旅游融合发展已成大势所趋,科学理解和掌握二者融合发展的规律有利于制定合理的产业发展政策。本文采用PEST分析法与赫芬达尔-赫希曼指数法相结合的方法,对东北地区冰雪运动与区域旅游融合发展的条件因素及融合程度进行实证分析。研究发现:(1)东北地区冰雪运动与区域旅游融合发展具备良好的政策条件与社会基础;冰雪产业投资呈规模化、多元化特征;冰雪运动设施优势明显。(2)政策、经济、社会以及技术等条件因素对冰雪运动与区域旅游的融合程度产生影响,但条件因素对冰雪运动与区域旅游融合程度的影响作用具有一定的滞后性。(3)黑龙江冰雪运动与区域旅游融合度较高,吉林呈现逐渐升高的趋势,辽宁融合度较低,且具有不断降低的趋势。基于此,应加快冰雪政策的集成创新,不断促进冰雪消费大众化,持续推进冰雪产业现代化深化,冰雪文化与体育旅游融合。The integrated development of winter sports and regional tourism has become the general trend.Scientific understanding and mastering the laws of the integrated development of the two is conducive to formulating reasonable industrial development policies.In this paper,the PEST analysis method and the Hefindar-Hechman index method are combined to make an empirical analysis of the conditions and the degree of integration of the development of winter sports and regional tourism in Northeast China.The research finds that:the integrated development of winter sports and regional tourism in Northeast China has good policy conditions and social foundation;The investment in ice and snow industry is characterized by scale and diversification;The advantages of winter sports facilities are obvious.Policy,economic,social and technological factors have an impact on the integration of snow and ice sports and regional tourism,but the impact of these factors on the integration of snow and ice sports and regional tourism has a certain lag.The integration degree of winter sports and regional tourism in Heilongjiang is relatively high,Jilin shows a trend of gradual increase,and Liaoning has a low integration degree,and has a trend of continuous decrease.Based on this,we should accelerate the integrated innovation of ice and snow policies,continue to promote the popularization of ice and snow consumption,continue to promote the modernization of ice and snow industry,and integrate ice and snow culture with sports tourism.
