摘 要:为积极响应“双碳”目标,北京冬奥会实现全面“碳中和”的创举为我国未来大型体育活动提供了绿色办赛范式。推动北京冬奥会与生态环境融合协调发展的背后逻辑,主要包括,外部因素:全球生态环境的不断恶化以及大型体育活动与生态环境保护之间的矛盾持续加剧;内部因素:中国履行大国担当和国际奥委会在可持续发展上寻求突破。北京冬奥会通过严格低碳管理实现全面核算碳排放当量、从场馆、交通、能源及自身行动4个方面降低碳排放以及通过林业碳汇、企业自主捐赠、碳普惠制创新活动实现碳抵消。基于该成功经验,对大型体育活动绿色办赛提出:加强赛前低碳谋划,评估城市生态承载力;完善相关制度体系,提高监督评价客观性;推进数字技术应用,优化赛事资源配置。In order to actively respond to the Carbon Peaking and Carbon Neutrality Goals,the pioneering work of the Beijing Winter Olympics to achieve comprehensive carbon neutrality provides a green paradigm for China's future large-scale sports activities.The logic behind promoting the integrated and coordinated development of the Beijing Winter Olympics and the ecological environment mainly includes external factors,such as the continuous deterioration of the global ecological environment and the intensifying contradiction between large-scale sports activities and ecological environmental protection.Internal factors includes China fulfils its role as a great power and the IOC seeks breakthroughs in sustainable development.Through strict low-carbon management,the Beijing Winter Olympics will achieve a comprehensive accounting of carbon emissions equivalent,reduce carbon emissions from four aspects:venues,transportation,energy and their own actions,and achieve carbon offset through forestry carbon sequestration,enterprise independent donation,and carbon GSP innovation activities.Based on the successful experience,the paper puts forward the following suggestions for the green holding of large-scale sports events,strengthen the low-carbon planning before the competition and evaluate the urban ecological carrying capacity,improve the relevant system and improve the objectivity of supervision and evaluation,and promote the application of digital technology and optimize the allocation of tournament resources.
