海南自由贸易港设立离岸金融中心的重要意义及发展路径

摘　　要：文章从国家及海南层面阐述了海南自由贸易港设立离岸金融中心的意义;在分析国际离岸金融市场的运行模式及海南现状和发展目标的基础上,确定了海南自由贸易港发展离岸金融业务的模式;最后指出了促进海南离岸金融市场发展的路径。海南自由贸易港设立离岸金融中心不仅可以完善海南自由贸易港基础服务体系,推动自由贸易港产业结构转型升级,还能够服务于国家改革开放战略,促进人民币国际化,提升中国企业国际化经营水平。目前内外分离型离岸金融中心是最适合海南自由贸易港的模式,离岸金融中心比较发达以后,可逐渐过渡为分离渗透型。为促进海南离岸金融市场发展,海南可以考虑制定比其它内外分离型自由贸易港更加优惠的税收政策,建立海南自由贸易港账户,引入更多国际金融机构,搭建多层次的离岸金融交易平台,完善离岸金融监管机制。This paper expounds the significance of establishing the offshore financial center in Hainan Free Trade Port from the national and Hainan levels,determines the mode of developing the offshore financial business in Hainan Free Trade Port based on an analysis of the operation mode of the international offshore financial market as well as the development status and objectives of Hainan Free Trade Port,and points out the way to promote the development of Hainan offshore financial market.The establishment of the offshore financial centre in Hainan Free Trade Port can not only improve the basic service system of Hainan Free Trade Port,promote the transformation and upgrading of its industrial structure,but also serve the national reform and opening up strategy,facilitate the internationalization of RMB,and improve the international operation level of Chinese enterprises.At present,the offshore financial center with internal and external separation is the most suitable model for Hainan Free Trade Port.After the offshore financial center is relatively developed,it can gradually become the separation and penetration type.To promote the development of Hainan's offshore financial market,Hainan can consider formulating more favorable tax policies than other internal and external free trade ports,establishing Hainan Free Trade Port accounts,introducing more international financial institutions,building a multi-level offshore financial trading platform,and improving the offshore financial supervision mechanism.
