政府数字化转型的伦理反思——兼论中国推进政府数字化转型的伦理向度

摘　　要：20世纪后期以来,信息网络等科学技术的创新发展极大地推动了国家发展与社会进步。发展至今,数字化转型已经成为世界各国推进治理创新的重要选项。党的十八大以来,中国政府高度重视推动政府数字化转型。然而,从当下政府数字化转型的实践和研究来看,技术向度得到了高度关注,伦理向度却在一定程度上被忽视。因此,政府的数字化转型的伦理向度亟需得到重视。“政府之为政府”的类属性和数字化的特有性质决定了政府数字化转型的伦理面相的“二重性”,而且相较于美西方国家,中国推进政府数字化转型的伦理本质体现为“人民性”和“服务性”。基于此,对政府数字化转型的伦理难题及其因由做出分析,从价值、能力和制度三方面找寻化解难题的建设性方案,有助于中国政府数字化转型守住“人民性”立场,更好地为人民服务。Since the late 20th century,the innovative development of science and technology such as information network has greatly promoted the national development and social progress.Up to now,digital transformation has become an important option for countries around the world to promote governance innovation.The Chinese government attaches great importance to promoting the digital transformation of the government.However,judged from the practice and research of the government’s digital transformation,the technological dimension has been highly concerned,while the ethical dimension has been ignored to a certain extent.In fact,the ethical aspect of government digital transformation has duality,and the core characteristics of government digital transformation ethics in China are People’Character and Service Nature.Based on this,this paper analyzes the ethical problems and causes of the government’s digital transformation,and puts forward the countermeasures to solve the problems from three aspects of value,ability and system,which is helpful for the Chinese government to stay the“people-centered”position in the digital transformation,and to better serve the people.
