On Financial Support for Agriculture,Agricultural science and Technology Progress and Agricultural Economic Growth

摘　　要：文章从理论上梳理了财政支农支出、农业科技进步和农业经济增长之间的传导机制,并选取中国30个省域2008—2020年的面板数据,以索洛余值法测度农业科技进步率,构建基准模型、中介效应模型及门槛模型,实证检验了三者之间的关系。研究结果表明:(1)无论全国整体还是东部、中西部地区,财政支农支出对农业经济增长均具有正向作用,且对于东部地区的促进作用强于中西部地区。(2)农业科技进步是促进农业经济增长的重要因素,财政支农支出通过农业科技进步的中介效应促进了农业经济增长。(3)农业科技进步对财政支农支出驱动农业经济增长具有单门槛效应。当农业科技进步跨过门槛值时,财政支农支出对农业经济增长的推动效果更强。基于研究结果,本文从加大财政支农支出力度,优化财政支农支出结构,积极推动农业科技创新,重视财政支农支出和农业科技进步的协调发展等角度提出促进农业经济增长的政策建议。This paper theoretically sorts out the transmission mechanism between the three aspects of financial support for agricul-ture,agricultural scientific and technological progress and agricultural economic growth,and empirically tests the relationship be-tween them by using panel data from 30 provinces in China from 2008 to 2020 to measure the rate of agricultural scientific and technological progress with Solow residual method and construct a benchmark model,a mediating effect model and a threshold mod-el.The research results are as follows.(1)No matter it is in the whole country,or in the eastern,central and western regions,finan-cial support for agriculture expenditure has a positive effect on agricultural economic growth,and its promoting effect on the eastern region is stronger than that of the central and western regions.(2)The progress of agricultural science and technology is an impor-tant factor to promote agricultural economic growth,and financial expenditure on agriculture has promoted agricultural economic growth through the mediating effect of agricultural science and technology progress.(3)The progress of agricultural science and technology has a single threshold effect in the aspect of financial support for agriculture driving agricultural economic growth.When the progress of agricultural technology crosses the threshold,the financial support for agriculture has a stronger driving effect on agricultural economic growth.Based on the research results,this article proposes policy recommendations to promote agricultur-al economic growth from the perspectives of increasing financial expenditure on agriculture,optimizing the structure of financial ex-penditure on agriculture,actively promoting agricultural technological innovation,and emphasizing the coordinated development of financial expenditure on agriculture and agricultural technological progress.
