摘　　要：随着RCEP正式生效,其带来的贸易扩大、产业链转移及区域经济一体化等多重效应将对中国及其他成员国产生重要影响。福建省外向型制造业除对东盟有贸易竞争优势,对RCEP其他成员国尤其是高技术制造业不具明显优势。而福建制造业各行业与RCEP各成员国具有贸易互补性。RCEP框架下从低技术制造业、中低技术制造业、中高技术制造业三个层次研究福建省外向型制造业转型升级面临的问题,建议从多层面激发创新发展能力,增强转型升级的内驱动力;提高产品质量和国际品牌运营能力,实现全球价值链升级;扩大投资与互联互通,推动产业数字化转型;优化产业链区域布局,促进产业链协调发展等路径促进福建省外向型制造业高质量发展。With the formal effective of RCEP,its multiple effects,such as trade expansion,industrial chain transfer and regional economic integration,will have an important impact on China and other member countries.Fujian’s export-oriented manufacturing industry has no significant advantage over other RCEP member countries,especially in the high-tech manufacturing industry,except for its trade competitive advantage with ASEAN.Fujian’s manufacturing industries and RCEP member countries have trade complementarity.Under the RCEP framework,the problems faced by the transformation and upgrading of Fujian’s export-oriented manufacturing industry are studied from three levels:low tech manufacturing,medium low tech manufacturing,and medium high tech manufacturing.It is suggested to stimulate innovation and development capabilities from multiple levels and enhance the internal driving force of transformation and upgrading;to improve product quality and international brand operation capabilities to achieve global value chain upgrading;to expand investment and connectivity,and promote industrial digital transformation;to optimize the regional layout of the industrial chain,promote the coordinated development of the industrial chain,and other paths to promote the high-quality development of Fujian’s export-oriented manufacturing industry.
