北京中小学营养餐地方化采购与区域农业发展初探

摘　　要：北京市“十四五”发展规划明确要求本市应保留一定的城市生活必需品生产能力。当前北京已实施中小学生在校营养午餐政策,如实施本地化采购机制,可为北京农业发展提供稳定的区域性市场,并带来环境与社会红利。中小学午餐地方化采购需要地方政府发展地方集采平台,建立校餐采购委员会等措施。Beijing s“Fourteenth Five Year Plan”clearly requires that the city should retain a certain production capacity for urban necessities.At present,Beijing has implemented the school nutrition lunch policy for primary and secondary school,and faithfully implemented the localized procurement mechanism,which can provide a stable regional market for Beijing s agricultural development and bring environmental and social benefits.The localization of lunch procurement in primary and secondary schools requires the development of local centralized procurement platforms and the establishment of school meal procurement committees with the support of local governments.
