摘 要:上海发展免税购物,应根据当前发展状况明确发展定位,找准政策的目标消费者群体,并在后续政策制定、实施、追踪评估等一系列过程中始终聚焦既定目标。从短期看,上海免税经济发展水平在国际上并不占优,吸引国外旅客消费难度相对较大,将引导海外消费回流作为主要目标较为合适。从长期看,上海要跻身国际消费中心城市之列,应当考虑吸引国外旅客消费,这就需要有强力的消费品牌、强大的旅游和文化产业为基础。The development of duty-free shopping in Shanghai should be clearly positioned according to the current development situation,identify the target consumer groups of the policy,and always focus on the established goals in a series of subsequent processes such as policy formulation,implementation and tracking and evaluation.From a short-term perspective,the level of Shanghai’s duty-free economic development is not superior in the international arena,and it is relatively difficult to attract foreign travelers to consume,so it is more appropriate to guide the return of overseas consumption as the main goal.In the long run,if Shanghai is to become an international consumer center,it must give due consideration to attracting foreign travelers,which requires a strong consumer brand and a strong tourism and cultural industry as a foundation.
