摘　　要：制造业是国民经济的支柱,实现制造业高质量发展是我国经济高质量发展的重中之重。基于2010—2020年中国省级面板数据,用经济效益、科技创新、绿色发展、信息化、高端发展5个一级指标11个二级指标建立制造业高质量发展评价体系,以此为基础研究我国人力资本对制造业高质量发展的影响。研究结果表明,人力资本对制造业高质量发展呈促进作用,且存在空间异质性;人力资本通过科技创新来推动制造业高质量发展。文章提出加大对教育、科技的财政投入,引进国外高端教育资源和人才,完善金融市场,保护知识产权,促进科技创新等对策建议,以推动我国制造业高质量发展。The manufacturing industry is the main body of the national economy,and achieving the high-quali-ty development of the manufacturing industry is the top priority of China’s high-quality economic development.Based on China’s provincial panel data from 2010 to 2020,this paper establishes an evaluation system for the high-quality development of the manufacturing industry using the five first-level indicators of economic benefits,scientific and technological innovation,green development,informatization,and high-end development,as well as eleven second-level indicators,and studies the impact of China’s human capital on the high-quality development of the manufacturing industry on this basis.The results show that the human capital can promote the high-quality development of the manufacturing industry,and there is spatial heterogeneity.Human capital mainly relies on tech-nological innovation to promote the high-quality development of the manufacturing industry.Therefore,this paper puts forward such solution proposals as increasing financial input in education and science and technology,introduc-ing high-end educational resources and talents from abroad,improving the financial market,protecting intellectual property rights,and promoting technological innovation in order to advance the high-quality development of the manufacturing industry.
