摘　　要：地方干部空间流动是当代中国独具特色的一项干部管理制度和实践。从结构视角出发,通过构建“空间—职务”的二维分析框架,使用量化研究方法,对2012—2022年担任省级党委常委的干部经历的跨省流动进行分析,研究发现:地方干部空间流动在空间上并不存在一个单一、固定和主要的流动方向,而是在职务上存在清晰可辨的流动规律,即担任的职务越高,越有可能发生空间流动,但所能流向的职务越少。究其原因,前者主要得益于我国的幅员辽阔和同级行政区划的数量众多,而后者则主要受制于现代科层制的结构和功能。为进一步提升地方干部空间流动的制度效能,需要从三个方面着力,即继续扩大地方干部空间流动的空间选择范围、正确处理好地方干部空间流动与空间不流动之间的关系以及不断提高地方干部空间流动的制度化水平。The spatial mobility of local cadres is a special system and practice of cadre management in contemporary China.From the perspective of structure,this paper analyzes the inter-provincial mobility experienced by cadres who served as Standing Committee members of provincial Party Committees from 2012 to2022 by constructing a two-dimensional analysis framework of“space—position”and using quantitative research methods.It is found that the spatial mobility of local cadres does not have a single,fixed and main mobile direction in space,but there is a clearly recognizable pattern of mobility in terms of positions,that is,the higher the position held,the more likely that spatial mobility will take place,but the fewer positions to which it can flow.The reason for this is that the former mainly benefits from the vast territory of contemporary China and the large number of administrative divisions at the same level,while the latter is mainly restricted by the structure and function of modern bureaucracy.In order to further improve the system effectiveness of local cadre spatial mobility,it is necessary to continue to expand the scope of space selection of local cadre spatial mobility,correctly deal with the relationship between local cadre spatial mobility and spatial immobility,and constantly improve the level of institutionalization of local cadre spatial mobility.
