压力传导:地方政府机构改革有效执行的机制研究

摘　　要：2023年的机构改革是2018年机构改革的延续和深化,总结2018年机构改革的经验有助于2023年机构改革顺利推进。2018年机构改革覆盖广、进度快、影响深,并得到地方政府的有力执行。基于政府执行的压力理论,通过实地调研和资料分析对2018年的机构改革进行个案研究发现,压力传导是影响地方政府执行的关键因素。在地方执行机构改革的过程中,国家从高位推动、科层动员和监督考核等三个维度建构了一套有效的压力传导机制,挤压地方政府变通执行的既有空间,确保了地方政府机构改革的有力执行。压力有效传导机制对话和发展现有压力理论,为推进2023年机构改革提供借鉴和参考。The institutional reform in 2023 is a continuation and deepening of the institutional reform in 2018.Summarizing the experience of the institutional reform in 2018 will help promote the smooth progress of the institutional reform in 2023.The institutional reform in 2018 covered a wide range,progressed quickly,had a deep impact,and was effectively implemented by local governments.Based on the pressure theory of government implementation,this study conducted a case study on institutional reform in 2018 through field research and data analysis.It was found that pressure transmission is a key factor affecting local government implementation.In the process of promoting local institutional reform,the government has constructed an effective pressure transmission mechanism from three dimensions:high-level promotion,bureaucratic mobilization,supervision and assessment,squeezing the existing space for local government adapt implementation,ensuring the effective implementation of local government institutional reform,based on dialogue and the development of existing pressure theories,provides reference and reference for promoting institutional reform in 2023.
