民营企业参与PPP项目的组态路径——基于fsQCA的实证研究

摘　　要：结合应用NCA和fsQCA两种方法,从组态视角分析外部环境因素和项目特征条件对民营企业参与PPP项目的影响路径。研究发现:单个内外环境因素并不构成民营企业参与PPP项目的必要条件,但融资能力在组态路径中对调动民营企业参与积极性具有显著促进作用。营商环境与财政收入互补配合形成外部环境拉力,项目类别和运作方式形成项目特征推力,对于促进民营企业参与PPP项目效果显著,且外部环境与项目特征间存在明显互补关系。This paper analyzes the influence path of external environmental factors and project characteristic conditions on the promotion of private enterprises to participate in PPP projects from the configuration perspective by combining NCA and fsQCA two methods.Results show that a single internal and external environmental condition does not constitute the necessary condition for private enterprises to participate in PPP projects,but the financing capacity of private enterprises plays an important role in mobilizing private enterprises to participate.The complementary cooperation of the business environment and fiscal revenue forms the external environmental pull,and the project category and project operation mode form the PPP project characteristic thrust,which has a significant effect on promoting the participation of private enterprises.There is an obvious complementarity between the external environment and the project characteristics.
