摘 要:随着出租汽车行业改革进程的不断深入,巡游车与网约车在竞争中呈现出融合的趋势。本文在分析出租汽车新老业态融合发展的基础上,阐述了融合发展要发挥各自的比较优势,共同满足公众多样化、个性化出行需求内涵,并从服务方式、运价管理、运力规模、准入条件、从业资格等方面梳理了巡游车与网约车管理制度的差异,分析了网约车和巡游车各自在融合发展过程中存在的问题,提出了推进运价机制改革、提升网约车合规化水平、维护公平竞争市场环境、提升行业服务质量、加强法规制度体系建设等建议。As the taxi reform processed,cruising taxi and app-based ride-hailing are gradually converging in the competition.This paper analyzes the necessity of integration of taxi’s old and new forms,points out that integrated development should give play to respective comparative advantages,to meet diversified and personalized travel demand of consumers conjointly,and summarizes the differences in management systems between the cruising taxi and app-based ride-hailing from the aspects of service mode,freight rate management,capacity scale,access conditions and employment qualification.It also analyzes the problems existing in the integration of app-based ride-hailing and cruising taxi,and puts forward some suggestions,such as reforming freight rate mechanism,improving the compliance level of app-based ride-hailing,maintaining the fair competition market environment,improving the service quality of the industry,and strengthening the construction of laws and regulations.
