摘　　要：随着互联网大数据时代的到来,数据成为促进经济发展的重要因素。与此同时,在数据采集、储存、传输、销毁的过程中,可能涉及个人信息泄露、非法获取计算机信息系统数据等众多刑事法律问题,给数据安全带来严重威胁。在此背景下,数据安全刑事合规对企业降低法律风险、保护公民个人信息安全、维护国家数据主权具有重要的现实意义。文章通过对数据安全刑事合规的概念特征进行分析,将核心内容分主体、分层次地细化展开,完善相关理论基础。在此基础之上,进一步提出企业数据安全刑事合规体系构建的具体举措。With the advent of the Internet era of big data,data has become an important factor in promoting economic development.At the same time,the process of data collection,storage,transmission,and destruction may involve numerous criminal legal issues such as personal information leakage and illegal acquisition of computer information system data,which poses a serious threat to data security.In this context,data security criminal compliance has important practical significance for reducing legal risks for enterprises,protecting the personal information security of citizens,and safeguarding national data sovereignty.By analyzing the conceptual characteristics of data security criminal compliance,the core content is refined and expanded at the level of subjects.Based on this,further steps are proposed for the construction of a corporate data security criminal compliance system.
