旅游人口视角下的区域人地协同关系研究——以云南省为例

摘　　要：新一轮国土空间规划明确通过空间治理来促进人口、经济和资源环境的协调发展,关于旅游城市类型的国土空间规划编制和思考也正在有序推进。文章以旅游人口视角切入,聚焦区域尺度下“人—地—经济”关系协同问题,以旅游大省云南为例,通过分析各县级行政单元常住人口、旅游人口、建设用地的空间错位问题,揭示大尺度国土空间的人地关系分异的空间格局。建议省级国土空间编制考虑地区属性的差异性,通过划定原生态旅游单元、特色旅游单元和州府强县单元等特殊政策区等方式采取差异化的规划对策,统筹全省国土空间格局优化和资源配置,达到生产、生活和生态空间的动态平衡。The new round of land and space planning clearly promotes the coordinated development of population,economy,resources and environment through spatial governance.The formulation and thinking of land and space planning for tourist cities are also being advanced in an orderly manner.From the perspective of tourism population,this paper focuses on the coordination of “human land economy”relationship at the regional scale.Taking Yunnan as an example,this paper analyzes the spatial dislocation of resident population,tourism population and construction land in county administrative units,and reveals the spatial pattern of the dif ferentiation of human-land relationship at large scale.Therefore,it is suggested that the provincial land spatial planning should consider the dif ferences of regional attributes,and take dif ferentiated planning measures by delimiting the original eco-tourism unit,characteristic tourism unit,prefecture strong county unit and other special policy areas,so as to achieve the dynamic balance of production,life and ecological space.
