农业社会化服务能抑制农户农业面源污染行为吗?——基于农户购买农业保险视角

摘　　要：将经典农业保险理论与要素配置纳入统一的分析框架,基于第三次农业普查数据与最小二乘法、中介效应模型等方法,实证检验了农业保险及其分类对农户化肥过度施用行为的影响。研究发现农户参保行为显著降低了农户的化肥过度施用量,能够有效的促进农户的绿色化农业生产。虽然政策性与商业性保险均能有效抑制农户的化肥过度施用,但其影响机制并不相同。政策性农业保险对农户的要素配置并无显著影响,主要通过“道德风险”减少农户的化肥过度施用,而商业性农业保险则主要通过促进农户规模经营、技术采纳和专业化种植降低农户的化肥过度施用量。本研究不仅将土地规模经营、技术采纳等要素配置纳入分析框架,以期全面分析农业保险在防治农户农业污染行为的作用效果、途径和存在的问题,并且将农业保险分为政策保险与商业保险两类,扩展了当前农户参保对生产决策影响的分析框架。This article integrates classical agricultural insurance theory and factor allocation into a unified analysis framework.Based on the data from the third agricultural census and methods such as least squares and mediation effect models,this study empirically tested the impact of agricultural insurance and its classifications on farmers'excessive use of fertilizers.The study found that farmers'participation in insurance significantly reduced their excessive use of fertilizers,and could effectively promote green agricultural production.Although both policy and commercial insurance can effectively suppress farmers'excessive use of fertilizers,their mechanisms of influence are different.Policy agricultural insurance has no significant impact on farmers'factor allocation,mainly reducing farmers'excessive use of fertilizers through“moral risk”,while commercial agricultural insurance mainly reduces farmers'excessive use of fertilizers by promoting scale operation,technology adoption,and specialized planting.This study not only incorporates factors such as land scale operation and technology adoption into the analysis framework,but also expands the analysis framework of the impact of farmers'insurance participation on production decision-making by dividing agricultural insurance into policy insurance and commercial insurance,in order to comprehensively analyze the role,pathways,and problems of agricultural insurance in preventing and controlling farmers'agricultural pollution behaviors.
