信息化与农业高质量发展——基于省级面板数据的实证研究

摘　　要：该文选取我国26个省(区市)2012—2022年的面板数据,利用熵权法测度年均农业发展质量,以信息就业人员数与农村宽带接入用户数作为影响农业高质量发展的信息化指标,构建GMM动态面板数据模型,并进行中介效应检验,得出信息化作用于农业质量发展的机理:农村宽带接入用户数对农业高质量发展有显著的促进作用;信息就业人员数对农业高质量发展却有显著的负向作用,但随着时间的推移,会成为促进农业高质量发展的主要因素;农村宽带接入用户数对农业高质量发展的中介效应被信息就业人员数所遮掩,信息就业人员数对农业高质量发展存在部分中介效应。该文从政策制定和发挥粮食主产区的扩散效应两个方面提出建议,以期促进信息技术人才向农业部门转移,创新农业技术,普及农业科技,才能充分利用农村信息化设施,极大推动农业高质量发展。Based on the panel data of 26 provinces(autonomous regions)in China from 2012 to 2022,this paper uses the entropy weight method to measure the average annual agricultural development quality firstly.Then the number of information employed persons and the number of rural broadband access users are taken as the informatization indicators that affect the high-quality agricultural development,and the dynamic data panel model of GMM is constructed and then Mesomeric effect analysis is conducted.The findings of the mechanism of informationization in agricultural quality development are shown as follows:the number of rural broadband access users has a significant promoting effect on the high-quality agricultural development;the information employment personnel has a significant negative effect on the high-quality agricultural development but it will become the main factor to promote the high-quality agricultural development as time goes by;the number of information employment personnel conceals the mediating effect of the number of rural broadband access users on the high-quality agricultural developmentand the number of information employment personnel has a partial mediating effect on the high-quality agricultural development.Finally,this paper puts forward suggestions from two aspects of policy making and exerting the diffusion effect of main grain producing areas to promote the transference of information technology talents to the agricultural sector,to innovate agricultural technology and to popularize agricultural technology,finally to make full use of rural information facilities and greatly promote the high-quality development of agriculture.
