江苏省2019—2022年遏制结核病行动计划实施效果

摘　　要：目的了解江苏省《2019—2022年遏制结核病行动计划》贯彻落实情况,为开展下一步结核病防治工作提供参考依据。方法通过常规监测、现场调研和专题调查获得数据和资料,分析行动计划工作效果。结果2019—2022年江苏省共登记肺结核患者86719例,登记患者数4年间下降了25.03%,报告发病率从2019年的31.25/10万下降至2022年的22.80/10万,年均递减率9.45%,呈逐年下降趋势(χ_(趋势)^(2)=1223.55,P<0.01)。患者总体到位率和病原学阳性患者耐药筛查率均维持在98%以上,利福平耐药患者纳入治疗率和成功治疗率均呈逐年下降趋势(χ_(趋势)^(2)值分别为99.14、24.42,P值均<0.01)。4年累计开展高中和寄宿制初中入学新生结核病筛查5958778人,年均筛查率为82.63%,筛查率从2019年的70.38%升至2022年的90.16%,呈逐年上升趋势(χ_(趋势)^(2)=272821.10,P<0.01)。结论行动计划期间,江苏省肺结核登记患者数与报告发病率均逐年稳步下降,结核病防治服务能力持续提升,重点人群防控工作不断深入,耐药结核病防控得到全面加强,完成遏制结核行动计划各项目标要求。Objective To understand the implementation of the 2019⁃2022 Action Plan to Stop Tuberculosis of Jiangsu Province;to provide reference for the next step of tuberculosis prevention and control.Methods The data and information were obtained through routine surveillance,on⁃site investigation and special investigation,and the effect of the 4⁃year action plan was analyzed.Results From 2019 to 2022,a total of 86719 tuberculosis cases were registered in Jiangsu Province,a decrease of 25.03%in 4 years was ob⁃served.The reported incidence of pulmonary tuberculosis decreased from 31.25/105 in 2019 to 22.80/105 in 2022,with an average an⁃nual decline rate of 9.45%,showing a decreasing trend in 4⁃year period(χ^(2)_( trend)=1223.55,P<0.01).The overall arrival rate of patients and the screening rate for drug resistance in patients with pathogenically positive pulmonary tuberculosis remained above 98%in 4⁃year period,and the rate of inclusion and successful treatment of rifampicin⁃resistant patients showed a downward trend year by year(χ^(2)_( trend)=99.14,24.42,all P<0.01).From 2019 to 2022,a total of 5958778 new students from high schools and boarding junior high schools were screened for tuberculosis,with an average annual screening rate of 82.63%.The tuberculosis screening rate of new students in⁃creased from 70.38%in 2019 to 90.16%in 2022,showing an ascending trend(χ^(2)_( trend)=272821.10,P<0.01).Conclusions During the action plan implementation period,the number of registered tuberculosis patients and reported incidence in Jiangsu Province de⁃creased steadily year by year;the prevention and treatment service capacity continued to be improved;the prevention and control of key populations continued to be deepened;the prevention and control of rifampicin⁃resistant tuberculosis was comprehensively strengthened,and the goals and requirements of the action plan to control tuberculosis were satisfied.
