重大工程“政府-市场”二元治理效率分析与作用边界动态调整研究

摘　　要：为确定政府与市场二元作用的有效性,明确政府与市场作用边界,建立交易成本和制度可能性边界模型对重大工程“政府-市场”二元治理效率进行分析,并采用熵权可拓物元模型对治理效率进行实证研究,结果表明市场介入度在6~8的政府引导+市场主导模式的治理效率最高。不同情境下的“政府-市场”二元治理效率有所差异,应根据不同权责配置方式选取相应的二元治理模式,明确政府与市场的作用边界,并基于全寿命周期视角对重大工程内部治理模式进行动态调整。最后提出厘清角色定位、加强制度约束以构建重大工程项目的政府与市场协同治理路径。In order to determine the effectiveness of the dual role of the government and market and clarify the boundary of the role of the government and market,this paper established a transaction cost and system possibility boundary model to conduct a theoretical analysis of the dual governance efficiency of the“government-market”major project,and used the entropy weight extensional matter-element model to conduct empirical research on governance efficiency.The results show that the“Government guidance+market leadership”model with a market involvement of 6-8 has the highest governance efficiency.In fact,government-market dual governance efficiency is different in different situations.The corresponding dual governance model should be selected according to different power and responsibility allocation methods so as to clarify the government-market function boundary,and based on the perspective of the whole life cycle,the internal governance mode of major projects shall be dynamically adjusted.Finally,the government-market collaborative governance path for major projects is proposed in order to provide theoretical support for the governance of major projects in China.
