西夏时期黑水城地方行政建置及职官考述

摘　　要：西夏时期黑水城地方设监军司,黑水监军司既是地方行政单位又是军事机构,黑水监军司中设转运司和仓储库局,同时,监军司受经略司管辖。黑水城地方各部门官职及其品秩较为明确,黑水监军司中刺史的职能更多地体现出监察功能的一面。西夏政权通过经略司、刺史、转运司、库司的政务运行限制黑水监军司权限,显示出中央集权的趋势。西夏末期,黑水城地方建置似乎兼具监军司和州城制度的双重性质。During the Xixia dynasty,Khara-Khoto set up a military department Jianjunsi,the Heishui Jianjunsi is both a local administrative unit and a military institution.The Heishui Jianjunsi has a transshipment department Zhuanyunsi and a warehouse for materials Kuju.At the same time,the Jianjunsi is under the jurisdiction of the Jinglüesi.The official positions of local departments in Khara-Khoto have obvious grades,and the position of Cishi in the Heishui Jianjunsi more fully reflects the supervisory function.The Xixia regime restricted the authority of the Heishui Jianjunsi through the government affairs operations of the Jinglüesi,Cishi,Zhuanyunsi,and the Kusi,showing a trend of centralization.At the end of the Xixia dynasty,the local construction of Khara-Khoto seems to have the dual nature of the supervisory department and the state city system.
