摘 要:党的二十大报告强调,推进以人为核心的新型城镇化,坚持人民城市人民建、人民城市为人民,打造宜居、韧性、智慧城市。2022年,深圳提出建设一流宜居城市的工作目标。工作实践中,存在对宜居城市的概念理解过于泛化,工作内容缺乏整体性系统性的问题。本文围绕“以人为核心”的中心理念,解析宜居概念的本质和宜居评价的相对性,以深圳为例,通过政策沿革分析梳理宜居城市建设历程,探讨新发展理念下宜居城市评价重点和面临的主要问题。研究提出,一流的宜居不仅仅体现在国际城市间发展水平的比较,更表现为最大限度调动城市自身资源,充分灵活满足市民现阶段居住生活需求,同时促进城市生产和生态平衡发展。结合近期工作要求,形成深圳一流宜居城市建设评价思路建议。The report of the 20th CPC National Congress emphasized a new type of People-centered urbanization,and put forward the goal of building livable,resilient,and smart cities by adhering to the principle of"people's city built by the people and for the people".Shenzhen has set itself the target to build a world-class livable city since 2022.In practice,however,there still exist obstacles due to the vaguely-defined notion of livable city and lack of a holistic and systematic evaluation scheme and implementation plan.This paper takes Shenzhen as an example.Through explaining the evolvement of the inhabitation environment construction policy in Shenzhen,discussing the transformation of the concept of a livable city and the fundamental principle of assessing and improving the livability of urban communities,it summarizes an alternative approach of the evaluation of livable city and the main problems faced.The study indicates that a world-class livable city is not only reflected in the livable cities ranking but also in the ability to efficiently use urban resources to meet the residential needs of various groups of people fully and flexibly,while promoting a long-term balance of urban industrial development and ecological environment.
