摘 要:区间模糊数是应对高校科技成果转化绩效指标模糊特征的有效方法.文中构建了高校科技成果绩效转化的评价指标体系,考虑到高校科技成果转化绩效评价指标体系的信息模糊特性,运用了一种新的绩效评价方法:基于IVPFOWA算子的TOPSIS评价决策方法.给出了IVPFOWA算子的定义,基于IVPFOWA算子的TOPSIS评价决策方法的步骤,以淮阴师范学院为例进行了科技成果转化绩效评价算例验证.研究发现:这种评价方法的应用避免了专家直接数据评价的绝对性,将决策环境推广到区间模糊环境中,最大程度上避免了决策过程中的信息流失;发挥了专家的决策能力,充分利用专家给出的评价值,以数学方法给出专家权重与属性权重.通过案例对比充分说明了文中所提方法的适用性与科学性.Interval fuzzy number is an effective method to deal with the fuzzy characteristics of the performance indicators of scientific and technological achievements transformation in colleges and universities.This paper constructs an evaluation index system for the performance transformation of scientific and technological achievements in colleges and universities.Considering the fuzzy information characteristics of the evaluation index system for the performance transformation of scientific and technological achievements in colleges and universities,a new performance evaluation method,TOPSIS evaluation decision-making method based on IVPFOWA operator,is used.This paper first gives the definition of IVPFOWA operator,then gives the steps of TOPSIS evaluation and decision-making method based on IVPFOWA operator,and finally takes Huaiyin Normal University as an example to verify the performance evaluation of scientific and technological achievements transformation.It is found that the application of this evaluation method has three effects.First,it helps to avoid the absoluteness of expert direct data evaluation,extend the decision-making environment to the interval fuzzy environment,and avoid the loss of information in the decision-making process to the greatest extent.Second,it gives full play to the decision-making ability of experts,makes full use of the evaluation values given by experts,and gives experts weights and attribute weights by mathematical methods.Third,it can fully illustrate the applicability and scientificity of the method proposed in this paper through case comparison.
