摘　　要：介绍了钦灵灌区的基本情况和存在的主要问题,提出理顺管理机构的管理责任、确定供水价格及水权、完善计量设施、加强维修养护工作等对策,为灌区运行管理提供依据,保障灌区工程良性运行,充分发挥灌区应有的效益。An introduction was the basic information and existing problems of Qinling Irrigation Zone in Qinzhou City.In order to provide basis for the operation management of irrigation zone,ensure healthy operation of engineering works and bring into full play the benefits of irrigation zone,countermeasures were put forward including clarifying the responsibilities of the management organizations,determining the water supply price and water rights,improving the measuring facilities and strengthening maintenance etc.
