山西省多式联运“一单制”发展策略研究

摘　　要：随着运输结构的不断优化调整,山西省积极探索行业式“一单制”,逐步发展多式联运。本文以山西省多式联运发展现状为背景,通过文献研究法对山西省多式联运“一单制”开展了研究。研究表明,多式联运“一单制”发展过程中存在不同运输方式服务口径不统一、业务数据衔接不统一、标准体系尚不完善等问题,提出在未来一段时期里,山西省应推进互认共享、提升通道运行效率、加强国际合作、加快沿线互联互通、加大政策资金支持、增强通道竞争力、共建信息系统、实现信息共享等方面发展多式联运“一单制”的建议。With the continuous optimization and adjustment of transportation structure,the multimodal transportation in Shanxi Province gradually develops,and the"single order system"of industry is explored.Based on the current development status of multimodal transport in Shanxi Province,this paper studies the"single order system"of multimodal transport in Shanxi Province through literature research.The research shows that there are problems in the development process of"single order system"of multimodal transport,such as inconsistent service caliber of different transport modes,inconsistent service data connection,and imperfect standard system.It is proposed that in the future period,Shanxi Province should promote mutual recognition and sharing,improve the operation efficiency of the channel,strengthen international cooperation,speed up the interconnectivity along the line,increase policy and financial support,enhance the competitiveness of the channel,build the information system,realize the information sharing and other aspects of developing the"single order system"of multimodal transport.
