摘　　要：温州规上工业企业是技术研发创新与转化应用的主要力量,提高其研发投入和创新效率是全面提升科技创新能力的重要依托。当前温州规上工业企业R&D经费投入存在诸多问题。“十四五”期间是温州创新驱动发展、产业转型升级的关键时期,要巩固企业R&D经费投入主体地位的战略定位,以“两区”建设为契机推进规上工业企业R&D活动全覆盖,推进规上工业企业增量提质,发挥规上工业企业R&D支出中政府资金投入的引导作用。Above-designed-size industrial enterprises in Wenzhou are the major force in technology research and development,innovation and transformation and application,so improving their R&D investment and innovation efficiency is considered to be a momentous basis for comprehensively improving their scientific and technological innovation capabilities.Currently,above-designed-size industrial enterprises in Wenzhou are facing many problems in R&D investment.During the“14th Five-Year Plan”period,a critical period for Wenzhou’s innovation-driven development and industrial transformation and upgrading,the strategic positioning of the main body of R&D capital investment of enterprises should be consdidated.Taking the construction of the“two zones”as an opportunity,the R&D activities of above-designed-size industrial enterprises should be fully covered,and incremental quality improvement will be promoted so as to give full play to the guiding role of government capital investment in the R&D expenditure of above-designed-size industrial enterprises.
