摘　　要：当今世界和中国都发生了历史性变化,“东升西降”趋势日益明显,世界呈现百年未有之大变局之“势”,中华民族恰逢伟大复兴之“时”,“时与势”的双向作用与影响是新时代中国平视世界理念的生成基石。“平视世界”具有三层核心要义,要平视西方国家,既要认清西方弊端、抛弃仰视西方,又要对西方强加的不公进行批驳反击,实现相互尊重、平等相待;要重视发展中国家,既要消除发展中国家对中国的误解疑虑,又要消除俯视发展中国家的倾向,实现团结合作、共同发展;要正视中国自身,既要正视中国自身文化传统、发展道路及对世界发展的贡献,又要正视自身同其他国家存在的差距差异和面临的风险挑战。平视世界理念对正确协调社会主义与资本主义、西方与东方、民族国家与全人类这三对关系具有重要的时代价值。Both the world and China have undergone historic changes,the trend of"rising east and falling west"is increasingly obvious.The world has shown a"trend"of changes of a magnitude not seen in a century,and Chi⁃na coincides with the"time"of the great rejuvenation of the Chinese nation.The two way effect and influence in"times and trends"is the generation cornerstone of the concept of regard to the world equally in the new era Chi⁃na."Regard to the world equally"has three core essence.We should regard to the western countries equally,not only to recognize the shortcomings of the west and to abandon and look up to the west,but also to refute and counter the injustice imposed by the west,so as to achieve mutual respect and equal treatment;we should view the developing countries equally,not only to eliminate misunderstandings and doubts of developing countries to⁃wards China,but also to eliminate the tendency to look down on developing countries,so as to achieve unity,co⁃operation and common development;we should face up to China itself,not only to face up to its own cultural tra⁃dition,development path and contribution to world development,but also to the gaps and risks and challenges it faces with other countries.The concept of regard to the world equally has important times value to correctly coor⁃dinating the relations between socialism and capitalism,the west and the east,and the nation state and the whole mankind.
