吉林省城市基层社会治理问题探析

摘　　要：党的十八届三中全会提出了国家治理现代化的目标任务,基层治理是国家治理的基石,基层治理的程度关系着国家治理现代化目标的实现。城市基层是社会的重要组成部分,是国家治理的重点,社会的稳定与和谐发展离不开城市基层的维护。城市基层社会治理是国家治理能力强弱的重要表现,在国家治理体系中具有重要作用。新时代我国社会主要矛盾发生了深刻的变化,新情况新问题的出现对城市基层社会治理提出了新的挑战。本文从吉林省的实际出发,通过研究探讨提升城市基层社会治理效能的有效措施,以期对完善城市基层社会治理、维护基层稳定做出有益的探索。The Third Plenary Session of the 18th CPC Central Committee put forward the objectives and tasks of the modernization of state governance.Grass⁃roots governance is the cornerstone of state governance,and the degree of grass⁃roots governance is related to the realization of the modernization goal of state governance.Urban grassroots is an important part of society and the focus of national governance.The stability and harmonious development of society cannot be separated from the maintenance of urban grassroots.Urban grass⁃roots social governance is an important manifestation of the strength of national governance capacity and plays an important role in the national governance system.In the new era,the main social contradictions in our country have undergone profound changes,and the emergence of new situations and new problems poses new challenges to urban grassroots social governance.Based on the reality of Jilin Province,this paper discusses the effective measures to improve the efficiency of urban grass⁃roots social governance,in order to make a useful exploration to improve urban grass⁃roots social governance and maintain grass⁃roots stability.
