基于“一张图”的土地执法监察管理平台设计与实现

摘　　要：为实现土地执法监察的信息化和规范化管理,解决目前土地执法效率低、周期长以及任务重等问题,提出了基于“一张图”的土地执法监察管理平台建设。该平台利用GIS、GPS、云计算、移动互联等先进技术,构建了土地执法监察“一张图”数据库,搭建了土地执法监察Web端子系统和移动端子系统,实现了土地执法监察数据“一张图”展示、查询和统计,土地违法案件管理以及移动巡查管理等功能,有效地提高了土地执法监察的执法水平和工作效率。In order to realize the informatization and standardized management of land law enforcement supervision and solve the problems of low efficiency,long cycle and heavy task of current land law enforcement,the construction of land law enforcement supervision and management platform based on "one map" is proposed.The platform uses advanced technologies such as GIS,GPS,cloud computing and mobile Internet to build a "one map" database of land law enforcement supervision,set up a Web terminal system and a mobile terminal system of land law enforcement supervision,and realize the functions of "one map" display,query and statistics of land law enforcement supervision data,land illegal case management and mobile inspection management.It has effectively improved the law enforcement level and work efficiency of land law enforcement supervision.
