摘　　要：制度是实现城乡环境正义的根本保障。制度能够有效促使城乡环境正义由理念延伸到实践,协调整合城乡生态文明建设进程中各方环境利益关系。受城乡二元经济结构、地方政府角色错位等因素的影响,新时代城乡环境建设进程中环境制度供给失衡,城乡环境正义在实践中陷入制度目标忽视城乡差异、多元的制度实施主体缺乏良性互动等多重困境。在共同富裕和城乡融合发展的大背景下,需要从经济、政治、法律和社会等层面破除城乡环境正义制度困境,逐步消除我国城乡环境保护差距,让城乡居民共享环境保护制度红利。The system is the fundamental guarantee to realize the urban and rural environmental justice.The system can effectively promote urban and rural environmental justice from concept to practice,and coordinate and integrate the environmental interests of all parties in the process of urban and rural ecological civilization construction.Affected by the dual economic structure of urban and rural areas,the role dislocation of local governments and other factors,the supply of environmental systems is unbalanced in the process of urban and rural environmental construction in the new era.In practice,urban and rural environmental justice is trapped in multiple dilemmas,such as ignoring the differences between urban and rural areas in terms of institutional objectives,and the lack of benign interaction among diverse institutional implementation subjects.Based on the background of urban-rural integrated development and the implementation of the Rural Revitalization Strategy,it is necessary to break the dilemma of the urban-rural environmental justice system from the economic,political,legal and social levels,gradually eliminate the gap between urban and rural environmental protection in China,and let urban and rural residents share the dividends of the environmental protection system.
