乌鲁木齐都市圈产业—人口—空间耦合协调发展研究

摘　　要：城市间协调发展是实现城镇化高质量建设的重要路径,新疆维吾尔自治区在“十四五”规划中明确指出构建乌鲁木齐都市圈。文章利用乌鲁木齐都市圈2006—2020年相关数据,运用熵值法和耦合协调度等手段对乌鲁木齐都市圈产业—人口—空间耦合协调发展水平的时空分异格局进行分析。结果表明:从空间上看,乌鲁木齐都市圈综合发展水平并不均衡,形成了以乌鲁木齐为中心,乌鲁木齐—石河子—克拉玛依为发展轴的都市发展格局;从时间上看,乌鲁木齐都市圈产业—人口—空间耦合协调度呈现持续上升的趋势,且在发展的各阶段分别由不同子系统引领;总体来看,乌鲁木齐都市圈发展模式主要以产业和人口发展为主导,空间发展水平滞后于产业和人口的发展。建议进一步加强乌鲁木齐市的核心作用,利用产业发展优势,适度加强基础设施建设和城市规模的扩张,拓展和辐射乌鲁木齐市周边相关城市,增强人口与空间的协调发展水平,从而确保乌鲁木齐都市圈的快速高质量发展。Coordinated development among cities is an important path to realize high-quality construction of urbanization,in the 14th Five-Year Plan of Xinjiang Uygur Autonomous Region,it is clearly stated that the construction of Urumqi metropolitan area.Based on the relevant data of Urumqi metropolitan area from 2006 to 2020,The entropy method and coupling coordination degree were used to analyze the spatio-temporal differentiation pattern of the coupling coordination development level of industry-population-space in Urumqi metropolitan area.The results show that the comprehensive development level of Urumqi metropolitan area is not balanced from the perspective of space,forming an urban development pattern with Urumqi as the center and Urumqi-Shihezi-Karamay as the development axis.From the perspective of time,the industry-population-space coupling coordination degree of Urumqi metropolitan area showed a trend of continuous rise,and was led by different subsystems in each stage of development.In general,the development mode of Urumqi metropolitan area is mainly dominated by industrial and population development,while the spatial development level lags behind industrial and population development.It is suggested to further strengthen the core role of Urumqi,take advantage of industrial development,moderately strengthening the construction of infrastructure and the expansion of urban scale,expand and radiate the relevant cities around Urumqi,and enhance the coordinated development level of population and space,so as to ensure the rapid and high-quality development of Urumqi metropolitan area.
